Selectmen Minutes February 16, 2021 Present: Fred Woodhouse, Diane Callahan, Gary Backstrom Call to order by Fred Woodhouse at 5:30 pm. Motion to approve the manifest for 2/16/2021 (Woodhouse/Callahan). All in favor, motion carried. Motion to approve the payroll for 2/16/2021 (Backstrom/Callahan). All in favor, motion carried. Motion to approve the minutes for 2/2/2021 (Woodhouse/Callahan). All in favor, motion carried. The 2021 warrant and MS-636 Budget form were signed. Mr. Woodhouse, as Chair, signed the 2021-2022 contract with the Jaffrey Public Library. The Board reviewed an email from Lisa Hall with several items, such as elderly exemptions on property taxes, Town Clerk, road plowing and emergency response. A letter responding to the items brought forward was signed. The Board reviewed an email from Beth Fernald regarding internet service. There was discussion about internet service options. Mr, Woodhouse mentioned that Starlink (satellite service) may be coming to Sharon within 6 months. Carl Newton mentioned that TMobile may also bring internet service within 6 months. Ms. Callahan asked for clarification that these options are for individuals to sign up with, and the town would not be supplying internet service. The Board discussed the monetary prohibition for the town to get involved in supplying internet service. Chet Bowles requested permission for the Monadnock Chorus to use the Meeting House for chorus practices. Mr. Bowles also suggested increasing the rental rate for the Meeting House. Discussion about the rental rates charged for the use of the Meeting House. Currently the rate is $35.00 for nonprofits, Sharon residents may use the Meeting House at no charge. After discussion of various rates it was agreed that the rental rate of $35.00 will remain for 2021 and the Board will discuss increasing the rate at a future date. Motion to allow the Monadnock Chorus to use the Meeting House for chorus practices (Woodhouse/Callahan). All in favor, motion carried Sandy Eneguess, Road Agent: The plowing issue on South Road has been taken care of. Would like a reminder sent to residents that it is illegal to plow or blow snow into the road. Has been trying to keep up with tree limbs in the roads. Discussion about the intersection of Nashua Road and Rte 123. Drivers run the stop sign, and there is nothing the town can do except maybe ask the Police to stop on Nashua Road a few times and make their presence known. It was suggested that the town look at installing rumble strips. Ken Callahan: Replaced what he thought was the alarm batteries. Discovered there are three batteries, and one of the batteries got very hot. Mr. Callahan would like to investigate the possibility of getting rid of the battery back-up for the alarm system because we do have a generator. Discussion about how this would affect response if there was an alarm, no decisions were made at this time. Bill Joyner: Asked the Board if they had any questions for him regarding the upcoming town meeting. Mr. Backstrom: Stated that the flag needs to be illuminated if it is to be flown at night. Mr. Newton disagreed with this. Mr. Woodhouse asked Mr. Backstrom to research this and it will be discussed at the 3/2/2021 meeting.
