Selectmen Minutes April 6, 2021 Present: Fred Woodhouse, Diane Callahan, Gary Backstrom Call to order by Fred Woodhouse at 5:30 pm. Motion to approve the minutes for 3/16/2021 (Woodhouse/Backstrom). All in favor, motion carried. Larry Gardenour and his daughter-in-law Serena Gardenour spoke to the Board about a 50 acre property they have purchased on South Road. The Gardenours have spoken to the Planning Board about a minor subdivision. They plan on subdividing the property in half and building two houses with garages. The Gardenours will need to file an application with the Planning Board. They were given intents to construct for future use once they have obtained a subdivision. Sandy Eneguess: Mill Road Bridge, Mr. Eneguess met with two engineers regarding the bridge. One engineer gave an estimate of $10,000.00 to repair. Mr. Eneguess is waiting for a formal drawing from Hoyle-Tanner. Hoyle-Tanner is estimating between $10,000.00 and $18,000.00. The repair would be done properly and the bridge could last another 10 to 15 years. Both engineers agreed that the bridge is structurally safe, but does need to be repaired. The money will come from the bridge fund. Carl Newton suggested that the Board let the residents know they will be using money from the bridge fund. Question about the speeds on Nashua Road. Speed cameras work to slow traffic down, they cost between $1200.00 to $1,500.00. It was suggested that Mr. Eneguess speak to Peterborough Police Chief Guinard about setting up the portable speed camera that Peterborough owns in Sharon occasionally. Mike Williamson, Temple Road resident, spoke to the Board about the assessor coming on to his property, and a fire that had been extinguished on his property. The Board tried to explain that Mr. Williamson had obtained an invalid burn permit as the Peterborough Fire Department cannot issue burn permits for the Town of Sharon. Mr. Woodhouse also explained that the Sharon Fire Warden, Ken Callahan, had called the Peterborough Fire Department, it was the decision of the Fire Department to extinguish the fire. Signed an intent to cut for Nichols, M 1 L 2. Signed yield (timber) tax warrants for Kania and Goodwin. Motion to approve the Veteran's Credit for Thomas Beckett, M 6 L 6B. Motion to approve the Chamberlain abatement based upon the recommendation from Avitar Associates. Reviewed a letter from Southwest Region Planning Commission about updating the Hazard Mitigation Plan. There was a short discussion but no action was taken at this time. Mitch Call: Stated he had spoken to Gary Kinyon about Mr. Groesbeck. Mr. Kinyon should be responding to the Town Administrator. Spoke about the new owners of the Doran house, it appears that they are putting a greenhouse in the 100' setback. Ms. Callahan wondered if there is an existing foundation. Mr. Woodhouse thought the greenhouse appears to sit further back than the house. The Planning Board has approved new rules of procedure. Ken Callahan: Asked about the batteries for the alarm system. He does not know if the battery was bad or if what was charging the battery was bad, but he is concerned that there could be another battery failure that could cause a fire. Mr. Woodhouse will check the voltage of the battery charger. The Board approved a driveway permit for a new driveway for Hartman on Sliptown Road. This driveway may not be used for overnight parking.
